Can second foreclose if first is current? (Foreclosures)

Can a lender with a lien on your home (HELOC) foreclose when there is no problem with the first mortgage?

Does the holder of the first mortgage have to allow the second lender permission to foreclose on your property?

The 2nd mortgage company can and will foreclose if they are not getting payments. Yes, they have to notify the first mortgage they will be foreclosing, but the first doesn't care because they will get paid in full. They have nothing to lose. This is why 2nd mortgages take so long to foreclose because it's risky and they don't want to.
